UAE unveils bold AI-driven plan to revolutionise lawmaking

The United Arab Emirates (UAE) is embarking on an ambitious initiative to transform its legislative process using artificial intelligence (AI).

The country’s new AI-driven regulation plan aims to not only streamline the creation of new laws but also review and amend existing ones, setting the stage for a groundbreaking approach to governance in the Gulf region. The plan, which state media refers to as “AI-driven regulation,” is said to be more advanced than any similar efforts seen in other countries, according to UK's media.

“This new legislative system, powered by artificial intelligence, will change how we create laws, making the process faster and more precise,” said Sheikh Mohammad bin Rashid Al Maktoum, Dubai's ruler and UAE vice-president.

Last week, UAE ministers approved the formation of the Regulatory Intelligence Office to supervise the AI initiative. The office will oversee the creation of a vast database that compiles federal and local laws alongside public sector data, including court rulings and government services. This database will allow AI to regularly propose updates to legislation, with expectations to accelerate lawmaking by up to 70 per cent.

The UAE's AI ambitions extend beyond mere efficiency; experts suggest the country may be aiming to make AI a “co-legislator” by actively suggesting legal changes through the analysis of legal and governmental data. However, the project is not without its challenges. Experts warn about potential biases in AI data and concerns over its interpretation of laws.

Despite these challenges, researchers note that the UAE's centralized government structure allows for faster implementation of such technologies compared to democratic nations. However, experts stress the importance of oversight to ensure AI proposals remain practical and suitable for real-world application.
