Some Israeli officials are considering ex gratia payments to select Palestinian war victims as a way to rebuild Israel’s global legitimacy without admitting legal or moral liability.
Axar.az, citing an exclusive report by JP, informs that the approach is modeled on previous cases, such as the 2010 Mavi Marmara flotilla payments to Turkiye, where Israel offered compensation voluntarily to repair international relations.
The payments would likely target high-profile incidents in which civilians or aid workers were mistakenly killed during the 2023–2025 Gaza conflict, while excluding cases where Israeli soldiers face criminal indictments.
Officials argue that such gestures could humanize Israel and regain support among fair-minded international observers, particularly in the US and Europe, even if they do not sway critics or fully address the moral debate.
The strategy is part of a broader effort to rehabilitate Israel’s reputation after the war and may be accompanied by limited contributions to Gaza’s reconstruction.
